Dear Mr.Chairman,Dear Fellow Ministers, Ladies and Gentlemen,It is my great honor and pleasure being able to greet you in such a number in Montenegro.I would not like to repeat the facts which are well known to all of us here, regarding the importance of the border security for overall Regional security – let me deal in my presentation with what Montenegro and all of us together, since the last year Conference in Dubrovnik, have done, within the field of border security.Montenegro have recently ratified Vienna Convention on Police Cooperation, but also done several concrete steps aiming promoting of the trans-border cooperation within the Region. We have signed the Agreement with the Government of the Republic of Albania and soon we are going to build "Muricani-Sukobin", the first joint border crossing within the Region We have also signed the Agreement with the Government of the Republic of Albania on Trans-Border Police Cooperation

We, the Ministers responsible for the enhancement of efficient and effective, citizens oriented border security system in our States, met in Budva on February 22, 2007, in order to evaluate the progress made by our national services and guide the process of further improvement of cross-border operational cooperation...

Both the Ministry of Interior and Public Administration of Montenegro and DCAF are convinced that their common goals are to increase the level of security in South Eastern Europe, especially through effective and efficient border management, and as such both organizations can profit from strengthening their cooperation on matters of common interest, particularly in programme development and implementation, in the field of Border Security/ Border Management. This cooperation should significantly strengthen the flow of information between the two organizations, result, wherever feasible and appropriate, in joint projects, better pooling of staff and expertise, foster synergies, provide cost benefit efficiency, and thus generally increase the operational capabilities of both organisations...
